DCCCII OFFICIAL STATEMENT ON THE DECLARATIONOF MARTIAL LAW IN MINDANAO.

The Davao City Chamber of Commerce & Industry, Inc. condemns any form of violence and/or lawlessness. The economic progress of a city or a country in general, is not purely reliant on the efforts of the Business Sector, but most certainly on the security and peace brought about by a harmonious relationship among all sectors of society where everyone practices respect for life and the property of others. DCCCII is one with the government in bringing order and maintaining stability in Mindanao. There are obviously elements of our society who refuse to subscribe to the rule of law, who have no qualms about ending a person’s life & have no respect for property which does not belong to them. For years the past administrations have tried to persuade them to lay down their arms & pursue peaceful means in attaining their objectives. Yet, these efforts have been met with impunity. In the 1987 Constitution of the Republic of the Philippines – Article VII, Section 18, The President shall be the Commander-in-Chief of all armed forces of the Philippines and whenever it becomes necessary, he may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion. In case of invasion or rebellion, when the public safety requires it, he may, for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the Philippines or any part thereof under martial law. Within forty-eight hours from the proclamation of martial law or the suspension of the privilege of the writ of habeas corpus, the President shall submit a report in person or in writing to the Congress. The Congress, voting jointly, by a vote of at least a majority of all its Members in regular or special session, may revoke such proclamation or suspension, which revocation shall not be set aside by the President. With this consideration, the declaration of martial law in Mindanao, is clearly a message to these elements that Mindanaoans are not going to allow these ruthless people to get away with their crimes against humanity. That their terroristic activities will not be tolerated any longer.
As this declaration may bring discomfort to some, the people and the business community of Davao, as well as the rest of Mindanao, will surely remain steadfast in pursuing our longtime dream to be a progressive and highly-sought after investors haven. Thus, the Davao City Chamber will continue to help pave the way for a connected and globally-competitive Mindanao. As always, we move forward with confidence that our local and national government is more than capable in terms of ensuring the security of our lands. And together as one Filipino, we will make a better Philippines.
